- Principle advisor to the Director concerning medical care in the inpatient and outpatient settings at the MTVAHCS.
- Ensures clinical services provide high quality, compassionate, efficient, and safe patient care.
- Serves as a voting member of the Executive Leadership Board and chair the Clinical Executive Board and other key committees as needed.
- Recruits appropriately trained and credentialed clinical providers.
- Assures that performance based re-privileging for providers is completed on a biannual basis.
- Serves on VISN and National workgroups as approved by the Director.
- Leads and directs the various clinical activities of the healthcare system.
- Improves health care delivery to achieve measurable outcomes and prepares medical and other MTVAHCS staff for various external reviews and audits.
- Develops clinical strategies to increase unique Veterans served, complex care delivered, and vesting of all eligible veterans.
- Develops clinical strategies and assures clinical leadership oversight for effective use of institutional resources.
- Citizenship: United States Ci tizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
- Education (Transcripts MUST be provided): You must have a Degree of doctor of medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are:
(1) Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
(2) Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation (COCA) of the American Osteopathic Association for the year in which the degree was granted.
(3) For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Fore ign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant.
Licensure and Registration: Physicians must possess a current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. The physician must maintain current registration in the State of licensure if this is a requirement for continuing active, current licensure.
Residency Training: Physicians must have completed residency training or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA Physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are:
(1) Those approved by the accrediting bodies for graduate m edical education, the Accreditation Council for Graduate Medical Education (ACGME) or American Osteopathic Association (AOA), in the list published for the year the residency was completed, or
(2) Other residencies or their equivalents which the local Professional Standards Board determines to have provided an applicant with appropriate professional training.
English Language Proficiency: Physicians appointed to direct patient-care positions must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d).
Grade Determinations:
A Chief of Staff must serve on a full-time basis and must be a doctor of medicine. The Chief of Staff develops and maintains currently accepted management practices throughout the clinical services. The Chief of Staff develops and presents the budgetary requirements of the clinical services and assists in the formulation of the annual budget program. The Chief of Staff is fully resp onsible to the Medical Center Director for programs of patient care and for the educational and research activities of the clinical services. To carry out these responsibilities, the Chief of Staff:
(a) Formulates and recommends plans for a comprehensive program of medical care,
(b) Develops the requirements of staff, facilities, equipment and supplies needed to carry forward such an integrated program, utilizing necessary reviews and controls, and
(c) Appraises the effectiveness of the various medical programs in meeting the needs of patient care.
